Randy O’Donnell
Co-President
Randy, co-founder of OSC, is a native Houstonian with deep family roots in the city and in construction. When he founded OSC in 1991, along with his business partner, Trey Snider, the two leaders sought to create a company built on providing unparalleled customer service and quality. Throughout Randy’s career, he has forged long-lasting relationships built on trust with both their clients and vendors. He understood from the start that trust is earned and relationships are priceless. Randy is a highly respected leader within the construction industry who has a reputation for delivering on his promises and for his constant pursuit of excellence. He is a graduate of the University of Texas with a B.S. degree in Architectural Engineering.
Trey Snider
Co-President
Trey, co-founder of OSC, has been a pioneer in the construction industry in Houston since 1991. He, along with his friend and business partner Randy O’Donnell, started OSC with a passion to deliver unmatched service and experience to their clients. Through Trey’s leadership, OSC has thrived, growing in all aspects of business. Since inception OSC has been carefully constructed to become a company that puts an emphasis on hiring the best talent who display the integrity, accountability, culture, and client-centric mindset established from the start by both owners. Throughout the years, Trey has firmly established himself as an admired leader who puts utmost value on building and retaining relationships over transactions. He is a graduate of the University of Texas with a B.B.A in Finance.
Marc Perilloux
Principal | Chief Operating Officer
Marc, Principal and COO, joined OSC in 2012 and became a catalyst in moving the company forward with his visionary leadership, implementation of systems, processes, and approaches, while focusing on delivering exceptional customer service. He entered the Houston commercial construction industry in 2001 and has quickly expanded his repertoire of responsibilities, gaining the respect from his peers and his customers as a leader who will go the extra mile to give his clients the best construction experience. His focus on the customer’s needs and exceeding their expectations has resulted in many repeat customers. Marc received his M.B.A. in Real Estate Finance from the University of Houston and a B.S. in Construction Management from Louisiana State University.
Sean Salinas

Sean is a Principal and Vice President at OSC. He joined the company in 2002 while in college and has flourished in the industry ever since. He is a natural leader, whose enthusiasm, work ethic, and keen eye for detail have earned recognition from clients, co-workers, and subcontractors. He has a proven track record for staying within budget, keeping to schedule, and ensuring job site safety. Sean’s experience and tenure with OSC have allowed him to become a trusted resource and mentor. He has a bachelor’s degree from Houston Baptist University and is a former professional baseball player for the Cincinnati Reds.
Kevin Gilmore

Kevin is a Principal and Vice President at OSC. He began his career in construction in 1994 and has been with the company since 2011. Kevin has developed a reputation for collaborating with our clients and Houston’s design professionals in creating and delivering creative construction solutions. Kevin has a talent for providing proactive thought leadership in pre-construction and construction. Throughout his career, he has been recognized as a leader whose teams consistently exceed client expectations, from adhering to all project schedules’ requirements to ensuring that each project remains within budget.
David Payne
Principal | Vice PresidentNew Construction
David is a Principal and Vice President at OSC and started in the construction industry in 2006. He joined OSC in 2014 and since then, he has honed his construction management skills across a variety of industries while gaining the respect of his peers and other industry leaders. David is known by his clients and colleagues as a true partner who goes to great lengths to ensure that every detail exceeds expectations by collaborating closely with clients, architects, and his project team members. He has a B.S. in Construction Management from the University of Houston.
Sam Ballard

Sam brings over 18 years of expertise to lead our Landlord Services Division. Since joining the company in 2014, he has played a crucial role in the successful delivery of our most high-profile projects. His commitment to excellence and strong leadership ensures that OSC consistently exceeds client expectations. Sam’s deep industry knowledge and ability to build strong relationships with are key to our ongoing success.
Evan Alford
Vice President | Division LeadHealthcare/Research
Evan brings over 20 years of experience in commercial construction to his role as Healthcare Division Lead. Throughout his career, he has led the management of projects up to $330 million, collaborating with some of the most respected clients and professionals in the Texas Medical Center and beyond. His work spans more than $800 million in healthcare construction, including medical office buildings, hospitals, and specialty care centers. Evan earned his Bachelor’s degree in Environmental Design from Texas A&M University, specializing in architectural and construction systems.

Cory is dedicated to strengthening client relationships within our Healthcare Division. His focus is on building and nurturing these connections, ensuring that client needs are met and expectations exceeded. Through his efforts, OSC continues to deliver outstanding service and foster long-term partnerships.
Wendy Gates
Vice PresidentFinance and Risk Management
Wendy is the Vice President of Finance and Risk Management at OSC. She has been in accounting and construction since 1980 and joined OSC in 1997. Under Wendy’s watchful eye, OSC has built the financial infrastructure needed to evolve and expand as our company grows. During Wendy’s tenure with OSC, she has watched the company grow from approximately 10 employees in 1997 to nearly 160 employees in 2020.
Jim Suh

Jim is a Vice President at OSC and began in construction in 1997. He has been with the company since 2019. Jim is a thought leader that aligns cost and schedule certainty solutions with design intent and client’s goals while leading them through complex pre-construction phases. He is regarded in the industry as a leader with a keen eye for details who utilizes over two decades of construction experience to provide his clients and colleagues with exceptional service.
Johnette Rosenbalm, SHRM-SCP

Johnette, Vice President of People Services at OSC, has a passion for developing people and shaping corporate culture. With over two decades of leadership experience in Hospitality, Pharmaceutical, Distribution, and Professional Services, Johnette has built a reputation as a leader who understands how to bridge multiple generations while nurturing relationships. Through her expertise in coaching, she brings out the very best in people and has the innate ability to recognize a person’s natural talent and strength while creating customized development plans to raise the levels of those she coaches. Johnette is a Gallup-Certified Strength Coach and a Certified Trainer who develops talent and empowers leaders.
Rick Cegelski
Vice PresidentField Services
Rick joined OSC in 2004 and is the Vice President of Field Services. He is a leader who exemplifies company principles and aims to exceed client expectations on every job. With OSC, Rick is responsible for hiring and mentoring superintendents. He has the natural ability to find talented individuals who display the integrity, accountability and the client-centric mindset needed to succeed in the industry and the patience to help refine each of their skills. During his years in the construction industry, Rick has managed a variety of projects ranging in size from multi-floor corporate interiors to new construction and capital improvements.
LaKeta Morris
Vice PresidentMarketing and Client Relations
LaKeta, Vice President of Marketing and Client Relations, is a marketing veteran in the construction industry, She leverages her extensive knowledge to develop, lead, and execute OSC’s overall marketing strategy focusing on strengthening and expanding the OSC brand across their four divisions. LaKeta is also exceptional at developing and maintaining client and vendor relationships.
She is very involved in industry organizations. She is the incoming President of the Society of Marketing Professional Services (SMPS) Houston chapter. She also serves on the Women in Healthcare – Houston chapter Special Events Committee; and Commercial Real Estate Women (CREW) – Houston chapter Special Events and Programs Committees. She has served the Society of Marketing Professional Services (SMPS) Houston chapter in several roles, including Programs Director on the Board of Directors, past Programs Committee Chair, and former Gala Co-Chair. She was recently named SMPS Houston’s Member of the Year.
